Let me state my position now
I think delivery certainty is a specification. Not a wish. Not a 'we'll try.' A specification. If a vendor cannot tell me when a flow cytometer will reach my loading dock, I don't care how good the brochure looks.
In lab procurement, certainty is not a luxury. It's a requirement.
I manage purchasing for a clinical research laboratory. It's a small operation—around 40 people—but we run 60 to 80 purchase orders a year across 20 vendors. I report to both the lab director and finance. That means I am responsible for the instrument arriving before the grant start date, and I am responsible for not blowing the budget.
Those two responsibilities conflict all the time. In 2024, they collided on a flow cytometry purchase. We had a grant deadline, a fixed start date, and no room for a four-week delay. For a buyer, the important part is that a flow cytometer is not a single item. It is a system: fluidics, lasers, detectors, software, and often a cell sorter. Each component has a lead time. If the vendor's configuration team interprets your needs differently, you don't just lose a day—you lose weeks.
In August 2024, we requested a quote for a specific configuration. The vendor's application specialist came back with a different optical setup. Not wrong, technically. But not what our assay needed. After that, we had to restart the quote process. It took another three weeks—or rather, closer to four when you count the internal approval cycle.

What I would do differently
Looking back, I should have built a standard checklist before asking for quotes. The categories: signature, laser configuration, lead time, service location, and installation schedule.
I went back and forth between a refurbished system and a new one for about ten days. Refurbished made sense on paper. New made sense when I considered the warranty and the installation schedule. I chose new because the grant start date was fixed.
I also should have put the purchase order under a formal approval chain. We didn't have one for rush orders. It cost us when an unauthorized rush fee appeared on an invoice two weeks later. My finance manager had to reverse it, which created a new round of emails.
If I could redo that decision, I'd invest more time in writing specifications upfront. But given what I knew then—which was enough to buy the instrument, but not enough to anticipate every supplier's quirks—my choice was reasonable.
My bottom line
I'd rather pay a little more for a supplier who will put a delivery date in writing. I worked with a vendor once who told me 'probably on time' for a critical shipment. The shipment was not on time. The indirect cost of that delay was about three times the price difference between the winning bid and the runner-up.
That is why I keep coming back to the same procurement rule: certainty has a price, and I am willing to pay it when the cost of being wrong is high.
This does not mean every vendor should be premium-priced. It means you need to know which purchases are deadline-critical. For us, flow cytometers, ECG machines, and spirometers are all in that category now.
And when I need to remind myself why, I remember the $400 rush charge. I signed it without hesitation.
